Upon admission, the Juvenile Residential Center Superintendent or a designated representative shall make efforts to immediately notify the parent or guardian in the manner calculated most speedily to effect such notice and, upon the parent's or guardian's appearance at the juvenile residential center, shall advise the parent or guardian of their rights and note the child's or youth's rights, including the child's or youth's right to a detention hearing.
