Preamble In prohibiting the unauthorized practice of law in Colorado in the public interest, the supreme court's regulatory and policy objectives include: (1) Protecting the public by ensuring that persons who assist others in their legal affairs have sufficient competence to avoid harming the liberty interests and property rights of those they assist; (2) Safeguarding the system of justice and avoiding the waste of limited judicial resources by ensuring that only qualified persons assist others before tribunals; (3) Educating the public about the activities that constitute the unauthorized practice of law; and (4) Providing the public with access to the justice system at a reasonable cost by permitting nonlawyers to provide legal representation of limited scope in certain circumstances.
